But nobody can promise what implementing legislation will do or what it will not do. Nobody can say ``Well, this is not the intention.'' ``This is not the intention.'' ``That is not the intention.'' Those are the words of a Senator at a given time here during this debate. That is not his intention, but nobody can say what the intention of Senators will be 10 years from now. We are talking about implementing legislation. Here we are talking about a Constitution that does not change from month to month or year to year. It may be here for decades or centuries if it is not repealed.
