“Mr. President, my years of recollection go back farther than that of most Senators. I am not a scientist, but I have lived long enough to see what I believe are some very definite changes in the climate pattern affecting our country. Droughts, floods, storms appear to me to be more erratic, more unpredictable, and more severe in these later years of my life than in my earlier years. I can remember when there were no air conditioning units in Washington or anywhere else where I lived. We have recently seen heat waves--severe. We have seen droughts--severe. They seem to be happening more frequently. So I believe in my own mind and heart that something is happening out there. Something is happening. Something is happening to our climate.”
