Senator Cochran has said there is no end to the list of homeland security needs. He is absolutely correct on that. We could list these security needs from now until Kingdom come. Additional needs can be found. So he is correct. But that does not mean the amendment I have offered is excessive. It does not mean the amendment is excessive. It is targeted to specific activities that Congress has approved. As I said in the beginning, I named several pieces of legislation that have been approved and signed into law by the President, some of them with great fanfare. So Congress has approved these acts, and the President has signed them into law. The chairman is correct in stating the progress we have made in hiring Border Patrol agents and inspectors. But that leaves us nearly 1,500 inspectors short of the goal established in the PATRIOT Act. The President signed that law. Are we serious or are we not serious about meeting the goals set forth in these acts? My amendment would provide the resources to meet the goals that have been set forth in the acts by Congress, the acts that have been signed by the President. It has also been noted that the bill already includes $150 million for port security grants. But the Coast Guard has estimated that it will cost $1.1 billion in just the first year for the ports to implement the security plan that the Coast Guard issued on July 1, pursuant to the Maritime Transportation Security Act.
