there is ample precedent for across-the-board cuts in the Defense bill. In fact, the language is taken out of section 8135 of the fiscal year 2002 Defense Appropriations Act. Even with these cuts, the procurement, research, and development accounts remain $2 billion above the President's request and $6.7 billion above fiscal year 2003. So the procurement, research, and development accounts are robustly funded. This amendment provides the funds called for in the 78-to-18 vote last week on the State Department authorization which called for $3 billion.
