We designated it in the committee as an emergency item, and all that remained to be done--all that remained to be done--in order to have that $2.5 billion immediately flow to the policemen, the law enforcement officers, the firefighters, the health emergency personnel all over this country, all that needed to be done was for the President of the United States to attach his signature and likewise designate that $2.5 billion as an emergency.”
