The Senator has not read it all. It says ``shall not exceed total outlays for any fiscal year--``shall not.'' It does not say ``may not.'' Let me respond. Total outlays for any fiscal year shall not exceed total receipts for that fiscal year. That leaves no wiggle room. You ought to read that. You and your colleagues who are proponents of this language ought to take a microscope and look at that language.
