That is why I voted for the 1990 package that was developed at the summit among the Republicans and the Democrats, when Mr. Bush was President. That is why I voted for the 1993 package. Not a Member, not one of our friends on the other side of the aisle, voted for the 1993 package, as I recall. I voted for it. It was tough to do it.
