Too many lives have already been lost in pursuit of this nefarious doctrine of preemption, unconstitutional on its face--on its face. How can there be a congressional debate if one man may decide when to hit, where to hit? I urge the administration to turn away from that dangerous doctrine of preemptive war and adhere to the requirements of the Constitution of these United States, to which we all swear an oath to support and defend the Constitution of the United States against all enemies foreign and domestic.
