I have repeatedly and consistently opposed exactly the type of fast-track provisions that are contained in this bill. During my decades in the Senate, I have staunchly opposed fast-track because I believe it improperly delegates to the Executive Branch unwarranted and excessive power over the regulation of foreign commerce. I have to say, however, that upon reviewing this bill, I find its provisions are some of the most offensive to date. This bill continues the sorry trend of giving the President carte blanche to determine what will be contained in a series of trade agreements, and--except for the provisions on trade remedies exempted by the Dayton-Craig amendment--deprives the Senate of any opportunity to amend these agreements in order to either improve their provisions or correct any deficiencies they may contain. This bill impedes the ability of the Senate to enact a resolution of disapproval against a trade agreement that it finds objectionable.
