Will the Senator join his friend from across the mountains, across the Alleghenies, in putting language into this resolution which he advocates here, would he join me in putting language in here which indubitably states, unquestionably states the authority of the Constitution, which requires that Congress declare war, not be impinged upon by this resolution in any way?
