On Wednesday, October 6, the Senate Armed Services Committee received testimony from the top CIA weapons inspector in Iraq. The report of Charles Duelfer explains in precise detail the facts that the American people have long ago realized: that Saddam Hussein had no weapons of mass destruction, and that Iraq never posed an imminent threat to the United States. I said that at the beginning, before we voted on that nefarious resolution on October 11, 2002, to shift the power to declare war, which is set forth in the Constitution very clearly, as being reposed here in the Congress of the United States; instead, to shift that power to the hands of a President.
