my friends and others have stated that there are only five instances, in the Constitution, of reference to a supermajority. I call their attention to amendment 12 of the Constitution, which provides that in the election of a President by the House of Representatives, a quorum of Members must consist of two-thirds of the States; Members from two-thirds of the States. Also, in the election of a Vice President by the Senate, under amendment 12 to the United States Constitution, there must be two-thirds of the States represented to constitute a quorum in the Senate for that purpose. So there are more instances of required supermajorities than five.
