The Senator is correct. You and I had a discussion regarding the unique situation facing the Pennsylvania hospitals and I sympathized with the plight of these hospitals. However, because your reclassification provision would have violated Rule XXVIII, which precludes matter from being included in conference agreements unless relevant language was contained in either the House or Senate version of the appropriation bill, we were unable to accommodate your provision.
