I think this is wise on the part of the Senate in conducting its constitutional oversight, to say that we will do it this far and then we will take another look at it in the light of the new day, in the light of the new times, the new circumstances; we will take another look at it. We are not passing any judgment on that legislation 5 years out. I am flabbergasted--flabbergasted--that my friend would take umbrage at this legislation. I only have a few minutes left.
