That is one of the penalties this Chamber will pay, that the Senator will pay, that the American people will pay as a result of a rule, a rule which I support and have supported. But here we are, caught in a situation where without adequate debate, we have been pushed to a cloture vote in the drive--and I don't mean to criticize any person, it is a stampede--in the drive to have this decision made before the Members of Congress go home for the November elections.
