The Congress shall enforce and implement this article by appropriate legislation. So we are going to continue to enforce it. We are going to continue to operate under a statutory system. That is what I am saying. We have been operating under a statutory system. This amendment says we will continue to operate under a statutory system because it says that the Congress will enforce this amendment by appropriate legislation. What makes the Senator feel that under the new statutory system, that the estimates will be any better than they have been under the old statutory system when both systems are going to be the work of the Congress?
