I thank Senator Kennedy. As I have remarked before, and I shall say again, he is one who would have appropriately graced a seat at the Constitutional Convention in 1787. I can see him working in that audience on the floor and off the floor, arguing forcefully and passionately, and advocating his position on a matter and doing it well. So I will proceed. I will try to be brief, more so this time than other occasions.
