I come as just an ordinary Senator. I am not a member of the committee. I am not an elected part of the leadership. I am President pro tempore by virtue of my long service here in my party and in the Senate, but I am an upstart when it comes to this legislation. I just came in the house out of the rain. I can understand the distinguished Senator's pride in his work. Who wouldn't be proud after spending all these months? I know that he is proud. But are we supposed to accept a piece of legislation without amending it because of the pride of authorship of a chairman of the committee, or any other Senator?
