That amendment's purpose is to ensure that the new national intelligence authority is held accountable to the people's representatives in the Congress. Let me say again, the amendment which I have offered on behalf of myself and Mr. Stevens, Mr. Inouye, and Mr. Warner has a purpose, that purpose being to ensure that the new national intelligence authority, the NID, is held accountable to the people's representatives in the Congress. Last Friday, I spoke about the Englishmen who spilled their blood to wrest the power of the purse away from monarchs, over many centuries, in England. Their struggle was enshrined in Article I, section 9 of the U.S. Constitution, which I hold in my hand, the Constitution of the United States--the struggle of Englishmen across many centuries, even prior to 1215 when the barons yielded, the great Magna Carta was agreed to by King John, a mighty monarch. And what does that section 9 of Article I say? No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.
