the Byrd-Gregg amendment would provide $3 billion for border security and interior enforcement by assessing a $500 fee on the illegal aliens who would benefit under title VI. The bill authorizes appropriations for $25 billion over the next 5 years with no means to pay for it. The Byrd-Gregg amendment is a modest fee increase that would help to provide essential border security funds.
