The legislative clerk read as follows: The Senator from West Virginia [Mr. Byrd], for himself, and Mr. Carper, proposes an amendment numbered 3709. The amendment is as follows: (Purpose: To express the sense of the Senate on requests for funds for military operations in Iraq and Afghanistan for fiscal years after fiscal year 2007) On page 117, between lines 9 and 10, insert the following: SENSE OF SENATE ON REQUESTS FOR FUNDS FOR MILITARY OPERATIONS IN IRAQ AND AFGHANISTAN FOR FISCAL YEARS AFTER FISCAL YEAR 2007 Sec. 1312. (a) Findings.--The Senate makes the following findings: (1) Title IX of the Department of Defense Appropriations Act, 2006 (division A of Public Law 109-148) appropriated $50,000,000,000 for the cost of ongoing military operations overseas in fiscal year 2006, although those funds were not requested by the President. (2) The President on February 16, 2006, submitted to Congress a request for supplemental appropriations in the amount of $67,600,000,000 for ongoing military operations in fiscal year 2006, none of which supplemental appropriations was included in the concurrent resolution on the budget for fiscal year 2006, as agreed to in the Senate on April 28, 2005.…”
