“Would not the Senator agree that filibusters used in such instances as he has just related here are not the filibusters which have caused the Senate the problems of abuse which most Senators and I perceive as being problems? Do the Senators not agree if real problems have arisen--if there have been real problems, and assuming that there have been, assuming that what we call filibusters were really filibusters on motions to proceed--would the Senators not agree that on motions to proceed most of these filibusters, so-called filibusters, have occurred?”
