I believe that if the United States is going to enter into binding commitments to limit or reduce our greenhouse gas emissions, we need to remain competitive vis-a-vis the Europeans, and everybody else, for that matter. Therefore, an emissions trading mechanism whereby we can exchange our higher level emissions by buying emissions credits from, let us say, Russia or other nations with lower emissions, is an example of one potential tool that the U.S. negotiators might explore in the climate change negotiations.
