Once the Senator has been here to see and hear the prolonged and sometimes bitter debate on the budget resolution--I hope he would not be suggesting that we are going to have subsequent budget resolutions every month or so. There can be a substitute one under law. But here he comes talking about implementing legislation. Who is going to pass the implementing legislation? Congress, right? Now, how can the Senator say that 10 years out implementing legislation will do thus or so, or it will not do thus and so? He may be here. I doubt that I will be.
