They are saying to these two Senators and the members of that subcommittee: Forget your experience, forget your wisdom, forget what you say. We are going to have an arbitrary figure. It doesn't mean anything; it is just a figure. And you are going to suffer. Your people are going to suffer--your people back home, my people. It is unwise. It is unfair. It is unjustified. It is unreal. And I say every Senator in this body ought to think, ought to look in the mirror when he or she casts this vote and be ready to go back home and tell his constituents or her constituents: I did it. Mr. President, this record is going to follow Senators.
