the purpose of the structure we establish in here is to make the agencies conscious of the cost they are imposing on people in the private sector. Furthermore, if they impose costs, to pay for them they must come back to the Congress to seek the appropriation for that purpose. Ultimately, that decision does come back to the Congress. But at least we will be confronting the reality of what we are doing. Right now what is happening is that that cost is just being imposed on the private sector like it was not a cost.
