It is true that the right to compensation under the fifth amendment would be involved here, but the point is we are trying to have a workable way for individuals to receive compensation, and we have heard repeatedly today a quotation which I will repeat again from the chief judge of the Court of Claims concerning how the system in the courts is not working, and it bears repeating. He says the citizen likewise had little more Presidential guidance than faith in the justice of his cause to sustain a long and costly suit in several courts. Courts, however, cannot produce comprehensive solutions. He goes on to say judicial decisions are far less sensitive to societal problems in the law and policy made by the political branches of our great constitutional system. The political branches need to address this problem.
