Mr. Speaker, today, the millions of Americans rushing to meet the midnight deadline to file their Federal income tax return are asking themselves--why is it that every year more and more of my family's income goes to pay Federal taxes, leaving me with less and less to meet my needs and the needs of my children? As they write that painful final check to the IRS or review the bottom line of their tax liability, they are asking themselves--is there any relief in sight? Will Congress ever be weaned from imposing higher and higher taxes? Will Washington ever get its spending habits under control? To the American people I say, today's vote should give you a glimmer of hope. Today, we are again considering a mechanism that will bring relief to the American taxpayers. We will be debating and voting on a constitutional amendment to require a two-thirds vote of each House of Congress for any bill that increases revenue by more than a de minimis amount.
