I do not think anyone is afraid. No one is afraid to define this. It is already well-defined in the law and it is not going to cover the circumstances you are talking about. This is an open amendatory process. If the gentleman has an amendment, that is something the House would consider. But I do not believe it is necessary, because that is a concept that is well-defined in the case law.
