“Today is a happy day for me. Almost 18 months ago, I introduced legislation to simplify and streamline the payment of employment taxes for domestic workers. Today, after many twists and turns in the legislative process, the House is poised to pass our bill, H.R. 4278, the Social Security Act Amendments of 1994. Today, we can take a great leap forward in insuring fairness and economic justice for thousands of Americans who work hard for low wages but who, by and large, have been denied the full benefits of their labor. H.R. 4278 will make it easier for employers like these by simplifying and streamlining the payment of Social Security taxes for domestic workers and reducing their administrative burden. But Mr. Speaker, to me the chief value of H.R. 4278 is that it will help the employees--the people who work in other peoples' homes. For this bill will insure that they receive the Social Security coverage to which they are entitled by law when they retire or become disabled.”
