I support and agree with what the gentleman is trying to do. But frankly, I am not satisfied that the language that he offers does not adversely affect other U.S. interests. That is the reason I rose in opposition to his amendment. It is just that I think there is too much confusion on that amendment as we speak, and the fact that we are considering an amendment that is different than the one the gentleman thought he offered I think just further worsens that situation.
