I rise to agree with the gentleman from Pennsylvania (Mr. Murtha). He is one of the best national defense experts that I know anywhere in the House or the Senate, or at the Pentagon, as a matter of fact. He is right. He mentioned the tankers. There is no doubt that our tankers have been worn out. Our AWACS, we actually have foreign AWACS flying around the United States protecting our major cities. There is no doubt we have a lot of needs. But I also agree with the gentleman that we should have a supplemental as early as we possibly can. He mentioned how slow the administration was last spring getting us a supplemental and, again, he was right. But that was pre-war. When that supplemental came down, it was before September 11. After September 11, we took up the emergency supplemental, passed it in the House, the Senate, and conferenced it all on the same day. So we can move quickly when the security of our Nation is at risk.
