“I detect a breath of bipartisanship as we approach a vote on this important piece of legislation, not a heavy breeze, or not a big wind, but at least a breath of bipartisanship, and that is what it is going to take to get our job done. We need to pass this legislation, which I strongly support, and allow the people, who are not responsible at all for the dilemma that we find ourselves in, to get back to work and to get paid. There have been a lot of delays. The gentleman from Wisconsin has presented charts so many times indicating the delays and the bills that did not get to the President. The fact is all but three of the appropriations bills got to the President, and he vetoed four of them. But that is not the issue today. The idea is not who do we blame, but how do we get most of the job resolved, and that is what we are going to do by passage of this legislation today. In addition I wanted to say to my dear friend, the gentleman from Michigan, who raised a very good point about the use of Federal funds for travel, that I plan to pursue this issue.”
