I believe that the 106th Congress should complete the business of the 106th Congress. I think it will be a tragic mistake to try to run this continuing resolution until the end of the fiscal year. It is our responsibility to conclude the business of the 106th Congress, and we must do it as expeditiously as possible. But I must remind everyone that we are not only dealing with ourselves here in the House, Republicans and Democrats. We are also dealing with the United States Senate, Republicans and Democrats. We are also dealing with someone with a very big stick, a veto pen, who resides at 1600 Pennsylvania Avenue.
