“I want the Members to know that when we come back in November, we and our counterparts in the Senate will have worked during the break to try to provide for the rest of the appropriations bills, that have not been completed in an omnibus package that we hope will be able to conclude the business of the 108th Congress. As we prepare to do that, I want to thank the gentleman from Kentucky (Mr. Rogers), the chairman of this Subcommittee on Homeland Security, and the gentleman from Minnesota (Mr. Sabo), the ranking member. This is an extremely important piece of legislation. They have done a really great job. I can tell my colleagues that there have been many, many obstacles, and they have worked really hard around those obstacles, and they have produced a good product. But none of this could have happened, and none of what we just did earlier on the Military Construction bill or the hurricane supplemental, without tremendous staff.”
