“I believe that the Congress does itself proud today. I think the level of debate is very high, and I think the Congress should get good marks. At the end of the day, I am satisfied that we are going to pass this bill because it is important. And this bill is designed to help fix many of the things that have been complained about in the Iraqi operation. We want an exit strategy. Everyone wants an exit strategy. I remember asking President Clinton years ago, what is our exit strategy for Bosnia? Well, he said, it is not that easy to make that decision. It depends on how long it takes to stabilize the country. Well, we are still in Bosnia. However, I will state that the United States Armed Forces have done a really good job there. Bosnia has been stabilized. Bosnia is really coming back economically. It was worth the investment to stop the murder that was taking place in Bosnia. What we are doing today is appropriating the money to provide the exit strategy for our American troops plus the equipment that they need in order to carry out their mission and in order to protect themselves to the best extent possible.”
