I wanted to say to the House that this was probably one of the most difficult conferences that we have had in a long, long time. I really rise to say congratulations and compliments to the strong leadership that the gentleman from Michigan provided during this very difficult period of time, and also the gentleman from Texas, the ranking member. They were strong supporters of the effort to preserve the position taken by the House which we thought was a much better position than that of the other body. These two gentlemen and the staff did an outstanding job. I just wanted to take a couple of minutes to compliment them because their leadership was extremely important to get us where we are today, to have this bill on the floor as a conference report.
