But also if we get to a place where Hamas is finally out of control of Gaza, where we get to a place where we have reform in the Palestinian Authority, at some point we also have to talk about moving this out of the multilateral system into a bilateral aid program with true oversight, metrics for success, how are you moving people to economic success, political prosperity, openness, et cetera.
