The Clerk read as follows: Mr. Mast moves to recommit the bill H.R. 397 to the Committee on Education and Labor with instructions to report the same back to the House forthwith with the following amendment: In section 4(b)(1)(C), strike ``and'' at the end of clause (iv), redesignate clause (v) as clause (vi), and insert after clause (iv) the following: (v) the plan will not knowingly engage in a commerce- related or investment-related boycott, divestment, or sanctions activity in the course of interstate or international commerce that is intended to undermine the existence of, penalize, inflict economic harm on, or otherwise limit commercial relations with Israel or persons doing business in Israel or Israeli-controlled territories for purposes of coercing political action by, or imposing policy positions on, the Government of Israel; and Mr. MAST (during the reading).
