This is a bipartisan $1 billion project to restore the Kissimmee River to make sure water is clean going into the southern Everglades region.

Do you think it might be possible to expand the exemption to first responders like fire, emergency medical services, law enforcement, and et cetera?

I would say if we eliminated the 10-basis points on top of guarantee fees today for payroll tax, that would go a long way, too.

It seems like they're putting the cart before the horse.
