Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. 416. None of the funds made available by this Act may be used by the Department of Transportation to make a loan in an amount that exceeds $600,000,000 under title V of the Railroad Revitalization and Regulatory Reform Act of 1976 (45 U.S.C. 821 et seq.).
