Then, Mr. President, indeed this is what the Senator from Delaware has constantly preached. He has been a Johnny-one-note on how we ought to engage with other nations around this world, through diplomacy, to better the protection of the United States. Is it the impression of the Senator from Delaware we have been dragging our feet with regard to North Korea, before we ever started engaging them in international and one-to-one discussions?
