what I understand of the parliamentary procedure is that the majority will offer an additional amendment that will be a side-by-side and be voted upon, and the Senate can make its choice. In the case of the amendment that is being proffered by the majority--indeed, in the copy that has been represented to me as being the accurate one--it will recite the comments of the gentleman to whom in Iraq the chairman has just referred.
