“Mr. President, I rise in support of the New START treaty. I wish to make a comment. I was raised in a time that when the President of the United States went abroad, he spoke for our country and there was no partisanship when that occurred. It is troubling to this Senator to hear comments about our President when he goes abroad in an apology tour. I would beg to differ, and I think we ought to rise above that partisanship when issues of national security are at stake. Now to the treaty.
