most of the cost is borne by the American taxpayer, wherever that taxpayer happens to live, because clearly we've seen, in the case of Hurricane Katrina, almost half of the economic loss of that hurricane was borne by the Federal Government in its efforts to try to bring that part of the United States back to life.
