I understand this provision will allow the Secretary of the Army to modify a previously made determination that the property in question was excess to the needs of the Army and surplus to the needs of the Federal Government. Modifying this decision will allow the Secretary of the Army to retain this property until such time as a determination is made as to whether this property is needed for any defense purpose.
