Mr. President, I end by saying our health care delivery system is failing, and it is failing doctors and nurses and providers as well as the patients. Only recently I learned of a doctor in Boca Raton who has started charging his existing patients a $1,500 annual membership fee in order to continue his patients' medical care. This is outrageous, and it is symptomatic of the need for reform of the entire health insurance system. Clearly, we need reform. This Patients' Bill of Rights is just a first step, but a necessary step, toward health care reform. We cannot afford to miss the opportunity. We cannot allow the special interests to stall and delay any longer. We must act now. The people deserve no less.
