I would be surprised, Senator Vitter, if it were said in that isolated context, because I've had lengthy discussions with General Cartwright, the Vice Chairman of the Joint Chiefs, on this very issue, and I think he has every confidence to feel that, with the appropriate modernization program, that we can have the reliability we have to have.
