This Senator respects the goals that the Senator from Virginia is stating but I am looking at the four corners of the McConnell amendment to wonder if this is something that the Senate wants to vote for when, in fact, in the sense of Congress that is expressed in the McConnell amendment starting on page 2 at line 15 and ending on page 3 at line 9, there is not any statement in the sense of Congress with regard to the policy of not supporting the Iraqi Government if it gives amnesty to people who kill Americans.”
