Mr. President, I wish to embrace this package that the Senate Foreign Relations Committee has brought forth to the floor. First, it is much needed bipartisanship which has been shown on the committee. That is a very good thing, given the fact that we have had so many contentious and divisive issues. But, secondly, what it does is set up a process by which the Congress would express its approval or disapproval with regard to a future agreement that may be made between Iran and the United States to prevent Iran from building a nuclear weapon. First is the process by which we would express that vote, and then if the agreement is concluded by the end of June, the actual vote on whether sanctions under the agreement should be lifted. So it is a two- step process, and it is often confused. That is why it is important to keep this committee bill clean. As I have already expressed to the chairman of the Foreign Relations Committee on the floor of the Senate 2 or 3 days ago, it is this Senator's intention that all of the amendments, which generally have a deleterious effect and that are generally considered poison pill amendments--this Senator will oppose them. It is my understanding that leadership of the Foreign Relations Committee will likewise oppose those amendments.…
